Nicaragua, 1927. Rosa learns that military commanders are using relief convoys to direct violence into the countryside. She brings frightened couriers and unreliable radio operators together before the next column moves. Every delay leaves another village alone.

Rosa has no headquarters and no clean line of command. She depends on couriers who know the roads and radio operators who may not trust her. The next convoy is coming, and they have little time to decide whether they can work together.
